There are many reasons why it won't work and your ideas don't fix any of them. Transferring between NA/EU might be one thing and possible, but other regions would become very difficult, especially to korea. 
You know, in korea you need to register with your government ID to be able to play. So you could not just transfer your account to korea without actually being a korean resident.

Also 50 bucks is nothing considering how much money you could save in some regions. Make an account in a certain region -> pay 1000 or more there which would be equal to maybe 5000-10000 in EU/NA. Pay 50 bucks to save 4550-9950? Hell yeah.

AFAIK its already possible by submitting a support ticket under change of residence at least for NA/EU

it might work to transfer to SEA not entirely sure though but send a ticket under that catogory and find out!

Region transfers are not possible, in any case, currently. While you are able to use the same account on both EU and NA, the progress and purchases are not shared between the regions.

You are also able to simply make another account on another region, or even use the same account after getting the game on that region, but again, no sharing of progress or purchases.

Maybe it's finally a time to consider this possibility?
Needed to make a note : legally, all servers are owned and operated by PAs, physically they have a full access everywhere.

Transferring accounts based on, for example, proof of residency will almost completely reduce the abuse of pearl items to 0.01.
They can generally make the transfer chargeable and with losing all the pearl-shop items. 
Those who really want to move, but don't want to lose a progress of 8 years, really will buy all the pearl items again.

Imagine tranferring to a different region and valuepack is 66% cheaper. 

Many people have this problem and PA is aware, they simply don't do anything about it, hopefully one day they will take this situation into account, because they are losing players because of this.

I guess you (conveniently) didn't read the part about having a long-oss cooldown to get between regions and the item limitations on what you can(not) transfer. I'm sure there are already westerners power-tripping in cheaper regions (cus they cant in na/eu), but all of that would be nothing with the simple limitations (i already listed).

Gov ID to make an account was removed ages ago. I think they even removed the need to have a mobile number bound to it {hence all the streamers trying stuff out on KR}.

Source of a transfer happening cus of a ticket?

The fact that I cannot transfer accounts makes me NOT want to spend money on this game, in case I end up moving back to me home country in a few years. All of that time and money to waste makes me want to play different games, despite enjoying BDO.
