Change my graphics to what? I'm not really understanding, but I'll take your word for it. Have you made any posts about it? I'll gladly bump the post in support if so. This issue didn't exist until like 1-1.5 years ago it seems like, it's frustrating that it has existed for this long when it wasn't an issue before (at least, not even close to this extent).
it is one of the oldest sea bugs.

Make these simple tests:
Swap your settings to the highest your pc can handle. Admire how pretty everything is even the small waves or splashes.
Then swap it the the lowest you can. You'll see that see is flat as a plank.
Then still with lowest graphics browse through your guild home chanels and enjoy your submarine for a variable amount of time.
Most people notice it at vell time because ship parked there. If you make the trip to vell, you'll never ge that submarine effect.
