Fix PEN Blackstar/Godr-Ayed/Kutum being worse than Ultimate green sub-weapons/Nesser

I really shouldn't even have to make a thread about this. It should be obvious why this is stupid and it's absurd that it's been allowed to be like this for as long as it has.

Kutum and blackstart are for PvE, green grade are pure PvP they are cheaper and easier to max them, because PvP players usually do not enjoy grinding, leave as it is...

Kutum and Blackstar are worse in PvE than the Ultimate green and Nesser sub-weapons too.

Which sub weapon is BIS depens on the spot. On 5% hardcap spots green weapons are BIS, but that is the issue with the AP caps, they should not exits.
On other spots it deepens on your AP. Since AP gets worse the more you have, after X amount of AP (depending on spot and your current crit chance and crit damage) having more crit/back damage is better.
Narchian items should be deleted from the game entierly since they are pointless for their original purpose anyway.
