Best fix would be making it optional, as sometimes this could be good for only some quests during Valencia main.
Is there a way to link other threads ? It's just to demostrate how this is affecting and ruining gameplay for many players.
This is something really to look into, and it's so strange we don't have an answer nowadays. It just keep on being ignored.

I've been finding myself riding mounts in the most unexpected places lately : )
One would think that after so many dubious "updates" they would realize that they punish as many or more players than they're trying to help.........
PA: next time you do something like this, I beg of you: make it optional. PLEASE.
The randomly playing music, the walk animations, the character shouts, teleporting horses..... these all could have been optional for those that "needed" them. Now we're all stuck with some. A few are loving it, I'm sure. Why does it feel like far more are hating it?.........
Next system you mess with, or aid you think we need..... make it optional, so I can opt out and play the game I used to love......
I just read the "known issue" report and this bad implemented feature is still not on the list.
I have to say, after all the reports we are doing, this being ignored by PA is very sad. I expected at least to have a sign of aknowledgement but seems PA is not interested in something ruining the experience for many players (a large majority, from I have seen ingame too)
I do not think it will be added to the "Known Issues" post at all. Only when the game behaviour is not as intended will issues land on this notice. While the horse teleport is most certainly a game feature that is not received well by many due to its issues with transporting horses to inaccessible regions or in the middle of mob packs, the teleport is indeed doing as it should. The question is more, if the teleport is necessary in all instances.
But as the game is behaving as intended, it wont show up on the issue list. Not everything they plan to change or improve will end up there. I'm afraid you will just have to be patient and see if PA is willing to change something about it any time soon.

I doubt that's really the case. In some sense all code does what it does, 'Should' is about design. I don't think there was any intent for mounts to be in inaccessible locations, or put at risk. In fact, there are signs that the change is actually working reverse of intent: a mount teleport was needed after cutscenes that move the character in the main quest line, but that does not operate. Instead mounts are moved when not needed: when the player has had full control of positioning. The change was intended to alleviate the situations when the player does not have full positioning control, and that is exactly when it does not work.
Is the feature 'operating'? Sure. Is it 'working'? Hell no.
Edit: And there are such things as design flaws as well. Those are also 'issues'.
what PA should do is to make horse to teleport outside of city/village/Quest Area/Guard posts gates.

If (Character's Horse Distance > 150); Teleport Character's Horse near a character at 30 - 150 distance away OUTSIDE of any buildings.
if Character's Horse is near water/high lvl mobs; Teleport Character's Horse 30 distance away from character or else 30 - 150 distance away outside of any buildings.
Problem solved.
I agree with several other players here and their examples of the usefulness and practicality of managing their own horse. I don't need mine teleporting constantly while questing, especially when it positions my horse poorly 99% of the time: obstructing NPCs I need to chat, inaccessible geometry shenanigans, and placing it in danger of being killed. It's my horse, and I park it where I mean to. From the chat I've seen in-game, it is also confusing to new players.
I hope this and other threads on this subject stay alive until we either get an OFF button for this poorly conceived mechanic or it's removed -- or just give everyone calling horns. Give us back control of our mounts, please and thanks.
