You're right, Shai is missing some good CC action. While I don't think the following skills could be used for down attacks (but they could?), she has a few skills from Shadow Arena that were never implemented in BDO. There may be other ones but it's hard to find information about Shadow Arena since it's no longer an active game.

Here are some of the skills:

Fire-rang
Throw the burning boomerang forward and inflict Burn Damage. Hold RMB to continue attacking the enemies.

Thaw Winter
Summon a burning boomerang that spins on the spot and repeatedly attack the enemies, inflicting Burn Damage.

Shining Light
Raise the vitclari to inflict damage to nearby enemies and knock them back with its blinding light.

Burning Hula Hoop
the burning boomerang spins around Durgeff inflicting Burn Damage to nearby enemies.

I did wish PA implemented more skills to diversify the kit, one of the biggest things i want.

Shai is also supposed to
- be a lifeskiller, yet her "lifeskilling" buffs are underwhelming to say the least

- have a blackstar version of her awakening weapon(or you'll have to make another Pen Blackstar weapon for your tag)

- have a awakening specialization but her awakening is basically a kit that is part of her succession and it uses awakening weapon

Dev's meme/laugh at her whenever she's mentioned and gets hate from other non shai players for no good reason.

Screw the haters

Shai doesn't have down attacks probably because her skills hit like 30 -50x times. I imagine that giving her down attacks would be grossly op. In fact, if you go back to one of the patches where PA nerfed shai they specifically state that they thought about removing her 30-50x hits but decided to keep it because it's part of her class identity. 

Not saying I agree with any of this, just saying what I see and read. With that said, PA hates the class never expect anything good for them except memes. 

I disagree that she would be OP, if anything it would place her more on equal terms. You assume she is already an S-tier class when at best she is maybe A-tier but only with mobs that are near each other. If anything, Shai with mobs that are scattered around, she's more of D-tier and in 1v1 PvP she can't hold a candle to anyone. In groups, she shines, but alone she's not so great. She is one whole equipment grade below others of the same equipment level.

Does that make her bad? Not at all. But she could use some improvements, and down attack is improtant especially for PvE content that requires it. The issue is that many if not all other classes have a wide range of CC but Shai does not. In fact you have to enter Talent just to stun. While fighting in the pit of the undying for example, it's proven that Shai has a lot of difficulties in the top 2 tiers due to her lack of CC. If she would be too powerful in PvP using that CC, then make it PvE only just like many other skills do.

I also don't think PA hates Shai, they are refining a few classes at a time. Shai's improvements should be coming sooner than later. Unfortunately they can't refine every class at the same time because there are just too many.

Except, downattacks are exactly the same as back attacks, except when mob is cced. So that actually doesn't make sense, is back attacks making her op? Clearly not. Then downattacks arent either.

This! Also, ppl use multi-hit as an excuse all the time but shais not the only class with multihit. PA also nerfed the hell out of it during and after rework then capped most content so that you can't abuse lower dps for grind spots. Anyway, just dispersing some of the lunacy. Great suggestion, +1!
