I'm not doing this entire buggy, glitchy quest line on another character just for one knowledge piece that requires a heartless choice to separate the cub.

Please note that if you are seeking out the "Little Sangoon" knowledge for the Knowledge is power event we have at the moment, then the "Donghae Province" needed for the quest is actually the category under Topography (which is knowledge of all of the nodes, not NPCs), therefore you don't need the "Little Sangoon" knowledge to complete the event quest.
(H) Topography → Land of the Morning Light → Donghae Province
The knowledge objectives are:
1. Complete the knowledge topic, Character > Land of the Morning Light: People of Donghae Province > “Moodle Village People”
2. Complete the knowledge topic, Character > Land of the Morning Light: People of Donghae Province > “Dalbeol Village People”
3. Complete the knowledge topic, Topography > Land of the Morning Light > “Donghae Province”

I have been stuck trying to get this knowledge for another quest "obtain knowledge of Donghae" which they made an event quest. PA is so mean for this, choose not to be evil and get punished. What's wrong with just letting both talk to the cub? Welp, there goes my weekend again.

Please read what Tansie posted above. You do not need the Little Sangoon knowledge for the event quest

Please consider and hear out the voices of your players. This is BAD planning on the quest line, if you can't get the knowledge of Little Sangoon once you choose the wrong crossroad. Leading to redoing the entire questline. Not everyone have the time and patience to redo an entire questline. Give a survey to all of your players in all regions if there is someone that would like to redo an entire questline, I am certain that you will see clear as day that majority would not want to do it.
