NPCs and players not loading

I'm not sure if claiming the black shrine rewards has anything to do with this bug. I logged in by red orcs, claimed my black shrine rewards, then went to Heidel to sell. However, no NPCs will load at all, and neither will 98% of players. I see only 2 or 3 people running around. I tried shift+f5, but it changes nothing.

Upon further investigation, this is only happening on my Guardian. I changed to my valkyrie, and everything is fine. My Guardian DID claim the black shrine reward, and that's the only thing I can think of that might be causing this issue.

Hi there, are you perhaps on Elvia? I assume that is the case since you were at orcs. If you are in the elvia realm, most NPCs are not available, and only Players that are also using the Elvia realm will be visible. Please leave the Elvia realm to see all other players and NPCs.
