Don't be like Blizzard Entertainment. Listen to the players of this game; we don't want this change. If this is implemented in NA it will kill the game. What happens when people become so frustrated over griefers they decide to also grief to spite this implementation. I know people petty enough to do just that. Hopefully thats not what it will take for you guys to listen.
Fun fact, BDO is currently on sale via steam for 2.99. So if you did in fact want to get folks together who are petty enough to be carried through seasonal by the homies in order to have separate griefer accounts at the ready with no risk or concerns to that account being banned. Well, it's the price of a vending machine soda and an afternoon at trees/orcs/monistary.
Now, do I personally condone these practices? No that's way to much effort. However, just saying, there's no better time to invest.
The amount of veterans willing to quit over this change is vast. You're harming your veteran player base.

The flaw in this argument lies in Pearl Abyss using data to justify this change.

Utilizing data fails to consider the nuances and context behind most one-sided declarations
1. Half of the declarations that occur involve the other side dropping it, either to refresh their score or to 'end it' on their terms. Consequently, this is categorized as 'one-sided' in your data when it's analyzed.
2. The issue doesn't primarily stem from one-sided declarations; it's more related to the player base itself. Over the years, there has been a continuous buffing of griefing and karma bombers without any self-reflection to address the root problem. More often than not, a one-sided declaration helps resolve griefing issues.
2a. Players who engage in griefing, grinding over others, or engaging in disruptive behavior are not adequately discouraged by this change. Instead, it inadvertently boosts their ability to continue their harmful actions and does little to prevent such behavior.
A better solution would be to increase the guild cost to continue one-sided declarations from 1% to, let's say, 10%. This approach utilizes existing core functionalities, incurring no additional engineering or restructuring time. When the cost rises, it addresses a portion of the 'Inflation problem' you're currently facing. However, it also discourages guilds from prolonging one-sided declarations for more than a day by imposing a higher expense.
Data should never be the sole basis for justifying any game changes. Player sentiment, understanding, and perceptions are what truly matter. Data should only serve to strengthen those perceptions. As a player, I seldom witness one-sided declarations causing disbandment or significant griefing, especially with recent changes like the Marni adjustments, reduced server hop counter, and the presence of three guild servers. There are already numerous alternatives available for players who prefer not to participate, in addition to the 'protection' status.
Pearl Abyss should refrain from making changes solely based on data.

If you want to improve the life of beginners, don't destroy for all, those who have been playing for years. PA, create for beginners an explicit tutorial, a bolder main-quest combining the normal rewards with those from the season (tuvala evolution gear) to introduce them to the world of BDO, the game is very difficult for beginners because there is no well-functioning system and by talking to the players in BDO you can develop it 100% advantageously for beginners due to their experience. It's not open world pvp that's the problem, but throwing beginners directly on to contested grind spots without a gear base and without information
PA, you have the biggest advantage in solving and developing the game. A wide audience of players who explore every corner of this game.

PS: Beginners lose so many days, even weeks to follow the story behind the main quest which suddenly stops and is unclear, so they lose interest right from the start.There is no skill discovery system and the awakening and succession are simple boring missions that do not explain much, you can do more than that.
