What we received:

If you declare war, the GUILD MASTER receives a pop-up message to accept or decline.  If the GM is not playing the game, at the computer, at work, ANYTHING, there is no guild-based pvp.

What we should have received:

All officers (or at least secretary/staff and higher) should receive the pop-up message to accept .  All of us should see the message and be able to accept.  Additionally, officer and higher are able to send the declarations, so why are they unable to accept them on the other side?

Pvp-oriented guilds should be allowed to engage in this content.  PLEASE I BEG.

That makes sense.

This kind of change goes against what PA pushed when they added new guild roles a while ago. They wanted to take responsabilitites away from guild masters and give them to other guild leadership roles in order to aleviate the pressure on guild masters.

I hope they change it. Tbh I hope they will let at least Advisors and Staff accept the dec. There is no reason a dec needs to rely on a single person being online.
