Can someone explain how it actually works now.
I thought if we dec on a guild and they flag up and kill someone in our guild the dec automatically goes through? is that incorrect?

That is incorrect indeed. The new system works as follows:
1. GM/ Officer / other enabled staff member of Guild A sends a declaration to Guild B
2. The GM of Guild B gets a Pop-Up to either accept or deny the declaration.
3. The declaration will go through and the war starts if the GM accepts. If the GM denies it, is offline or has "auto-deny war declarations" enabled, the war is declined and will not start at all.
