A recent wave of players have been hunting other players through the use of the Platoon/Party Board, to detect when and where will there be players on a grind zone. This is abusing the Platoon/Party Board to "Server Swap Player Hunt", to the point that there have been a significant reduction of active platoons on board, resulting in empty lists for days.

While contesting the grind zone, or engaging into a random encounter might be an acceptable content, there is a huge difference between random encounter and the plot to disrupt all or most server grinds on a zone. "Server Swap Player Hunting" also transend the limitations of in game mecanics for content like "Black Robe" NPC. This targeted and unwanted gameplay disruption is potentially a breach of rules, that is affecting the regular daily activities of many players.

While the encounters might be dynamic, certainly, if a platoon/party switch channel to avoid the engagement, encountering the aggressors again on another channel does constitute in the type of events that the "Operational Policies" describe on the section of "Disrupting Gameplay - 2) An act of constantly bothering or harassing a specific member and disrupting their gameplay"

When you remove all players from the open world, people that enjoy OW PvP need to find alternate methods to find other players.  Marni realm has made it so that boss alt slaying, afk fisher slayings, afk horse trainer slayings, and party grinder slayings have gone up drastically.  The solution is simple, remove the marni realm, so that there are more targets for the PvPers to go after.  

Alternately they could do something like bring AoS back so people have somewhere to PvP other than RBF for the 1 billionth time.  

Toxic PvP'ers will find a way to be toxic. They want the game to go to shambles, and aren't afraid of ruining everyones experience by abusing this tecnhique and the robed man in velia who will tell you the location of players...ripe for harassment.

This does not explain killing afk people dunno some players have problem with their mental stability. I am no longer suprised that they totally removed pvp from OW. You kill afk people just to do it there is no other logical explain. Go on with your non sense acivity and sooner or later PA will totally remove Alt C mechanic

If devs remove meaning from the act of pk, so yeah, it becomes meaningless. Pretty obvious.

Please devs, bring back some sense on owpvp and make better owpvp rules. The only, only "reward" a pk should bring is the fact of being able to establish dominance over a spot for at least some minutes ; but even this slight reward is denied by the fact a player can come back under one minute even if he gets killed. So yeah, it makes no sense to use owpvp most of the time, but players also come for this aspect. That's also why infinite Marni makes no sense, as it removes interactions between players, both bad and good ones.

One set of good owpvp rules for everyone on a minimal number of channels, that's what BDO truly needs to my opinion. Not the contrary.

More on topic : I think that, if the repeated pk is targeted at a player who is trying to avoid it by switching channels, it represents a breach and should be punished accordingly, because it is excessively targeted on one player and not on a situation (guild wars, protecting a spot, and so on).

For things to stay sane, a pk should always have a meaning, to make the link with the previous part of my answer. Personal grievances have to stop quickly and not be followed in the game, and that's what swapping player hunting suggests, a kind of personal obsession. 

When you make someone swap server you won the battle, you won the PVP. Going to chase them across all the servers is intentionally disrupting gameplay and on purpose ruining the game experience to the victim.

It seems like you have a fixated problem with marni removal which is the best update they made so far in the history of grinding. Other players "need to find alternatives" you mean grief others by just PKing them just to feed that ego and ruin other players day or something among these lines. Ppl that enjoy(ed) owpvp only enjoy(ed) the PK aspect, nothing more nothing less because owpvp is and always will be pk fiesta.

To answer to OP, yes, it's a breach of rule and falls under disrupting gameplay.

I asked PA about this.  I asked whether I could report someone who crossed servers to hunt me down over and over again.  This player told me that they would not let me make progress.  PA said NO, that I could not report them.  They replied that pvp is part of the game.  So I handled this in my own way.

PA is not being consistent or clear on th rules.  Knock a streamer off a horse - 24 hr ban.  Hunt me across servers for hours- it's ok?  SMH

Best upgrade in the history of "grinding", yeah. But not in the history of a MMORPG with owpvp elements. The sad "max efficiency solo grind" mindset won.

And it's a shame because it hurts not only the owpvp aspect, but also the simple idea of having interactions between players. You literally play a solo game while in Marni.

And no, there's nothing allowing you to say that "Ppl that enjoy(ed) owpvp only enjoy(ed) the PK aspect". That's the utmost lack of respect toward any pvpve player.
