A while back, it was stated in patch notes that boats will automatically be stowed while at a wharf. This is unreliable at best and broken most of the time at worst. A panokseon that has been taken out and not moved will block anyone from entering their boat from the default position because the boat is much taller than the carrack, rendering "board" useless. You HAVE to remotely call your boat away from the wharf or swap servers as it currently stands.

Please re-address the culling/auto-stowing of ships that are left AFK within a safe-zone wharf. Active sailors do not need much time to grab all sailies in an area; 10 minutes would be more than enough time even for Vell platoons or sailie hosts.
