Although abysmal, not very surprising at all that class still lacks any down attack in its entire kit.
What this means? Immediate loss of DPS at anything in a downstate. This is in a immediate issue in City of the Dead and the recent Dekhia Aakman Temple.
Other example is Jade Starlight Forest.

It is strange that shai was seemingly left out of the pve buffs that added down attacks to most other classes.
Look Shai would be broken in PvP if she had down attacks, she might actually be able to kill someone before she broke their armors. We can't have shais being able to kill other players, that is just wrong. If that means that a PvE class suffers and can't PvE effectively so be it, We must think about PvP balance at all times. /s
There the most logical BS I can come up with for preventing Shais from having down attacks. I really can't think of a good reason.

PA does not want her fighting and that is the entirety of the reason. If she is doing anything other than buffs, whoever is in charge of balancing her is unhappy.
It really needs to not be this way. If they are going to do that, they could at least change her to an awake+succession class so the boomerang kit can stand on it's own for combat and damage dealing.

Dont think i will ever understand these devs.
I never had a problem with not having down attack on shai....untill city of death came along. Shai is a good grinder, even with her slow movement and unprotected dmg, cause her high HP rec add-ons and high hitrate...BUT as soon as a spot is centered around KD enemy and kill them while down, she has no chance.
Giving her one skill with down attack should be absolut ok. Maybe put it on Go! to give the skill a bit more use.

Its an relatively easy fix, the devs are just completely stubborn to outside opinions

Down attack should be based on the mob not the skill. If something is hit in the back it takes back attack damage, the same thing should be true for the other "attack decisions. If something is on the floor and you hit it, they should take down attack damage. If something is floating and is hit it should be air damage.

Thats not the case unfortunately.
