Was added in the February 21st patch:

So... Who asked?
The message will remain for ever any time there are winds 250+ strength and the sail is unfurled even when it's correct to do so.
It would make sense to have that msg only appear if you didn't notice you were facing strong winds and should furl the sails but then why hold our hands? At least have a show/hide toggle.
Yeah, seriously, who asked to add more UI pollution?

"who asked" - oh, I'm sure they can either dig up or invent a post eventually, and then congratulate themselves on a job well done.
Taking bets that the "fix" for this will be to break the sails further in some manner.
Yes, toggle at least. They should know by now that every UI element that they add should have a way to remove or hide or disable it.

I wanted an easier way to understand when I should change my sails and when I read that line in the patch notes I was actually hopeful...
Instead I find myself even more confused on how to use the sails, it seems to just forever want me to have the sails down and how I thought the sails worked now seems wrong. I can't tell if its accurate or wrong half the time and I wish it hadn't been implemented in a way that added an entire paragraph to the already cluttered screen :/
Now I just keep the sails down all the time because thats the only time the paragraph never appears. As soon as I even think of making my sails visible again that paragraph pops up ordering me to quit it. Lmao
