Well I don't know how much it's related to this bug, but there could be another bug with t9 horse awakening.
Did yesterday a full seasion of 50 trys on it an nada, and today another 10.
It fees like it might be bugged as well, like what are the chances to fail so much.
Right now your chances of failing are exactly 86.8%...
There's no "after 50 tries it should have passed". That's how independent events work.
Nothing wrong there, it's just RNG

Same problem, T10, after lvl 5, nothing learned until lvl 11 when i started using change skill "Courser's Spirit" method, needed 15 coupons to get all skills

So, I didn't know about this bug, and last week, I ended up using about 21 horse skill change coupons and wasted 3 T8 horses to level 30 without most of the skills needed to make them a courser......PA please reimburse me. 21 skill change coupons is NOT small change.

There's nothing about this in the 'known issues' list yet. If there's a bug, they need to own up quickly and make an announcement, at least. I'm not doing any training until I hear more. I'm not even sure I should be riding any horse under level 30 at this point.

Horse training is besides farming the only content i really do in this game, all my income comes from it and at this point i am unable to play the game, can we get any update on this as i've already wasted 2 t8's on this

We really need info about this. This is affecting gameplay so much. Especially now that all horses got sprint I imagine more people are gonna be leveling with this nice new boost and end up wasting their horses. Is this bug even actually getting looked into? Why is it not on bug list!?

So, I submitted a ticket and already got a response back. Apparently, they are aware of it and looking into it, but they are not officially labeling it a bug yet. Also, if you wasted coupons or horses or any material and ended up with a potato horse(s), they aren't going to do anything about it. My guess will be they'll give out 1 free reset coupon to everyone as a sorry and revert the skill learning odds. Which is a pittance vs the skill coupons I and many others used. Looks like this is end of the road in terms of money I will be spending on this game. Great job PA, y'all shot yourselves in the foot and are too greedy to rectify it.
