I have a somewhat annoying problem with the way these bags work.
As a lifeskiller i cycle through multiple sets of skins a day.
Some costumes have weapons, some don't.
When you equip a set that has, then one that doesn't, the weapons don't automatically go back into their respective bag and remain equipped.
Which means that when you equip a third set that also has weapons, the first ones just get dumped into your pearl inventory.
Example:
This way the bags only half solve the problem they were supposed to.
So my suggestion would be:
When another Patrigio's bag is used, all respective parts of a set should go back into the bag. Even if the other set doesn't cosist of as many parts.
Edit:
Option to select items to be locked to a certain bag, or the ability to lock empty slots.
In case of the empty slot locking as an example:
Yes please. It's a small change but it would really make bags insanely better. It might be even better if it was a toggleable thing, so that players can choose whether they wanna use it or nah. I don't even use apparel bags often, but when I do managing the weapons manually is a pain in the ass. I'd make an expection for underwear and face accessories though.

There is some problem with this to consider:
People like to mix&match outfits and/or weapons. Not everyone wants to keep an outfit set together, and that might complicate this.

I don't really see this as a problem. As i suspect the mixers already have certain items removed from the bags.
But i can offer a simple solution to it.
Make it so that we can select items that would be locked to a certain bag (much like how you can lock items in the inventory).
For those who are happy with the way things work currently, nothing changes.
But for us who like to keep sets together, and don't want our inventory being cluttered (the very reason the bags were added for) it would be a major QoL upgrade.

I agree with your idea. Instead of Patrigo Apparel Bag occupying inventory slots, why not consider creating a new user interface window where all costume outfit pieces owned by a character can be stored? Each Patrigo Apparel Bag could be used to unlock a preset slot in this UI window, allowing for easy swapping of selected items.
