My char has been fishing since tonight (in Velia hotspot) and i got 30 seals in that time. So they definitely still drop. Where are you fishing, and did you check your Loot UI to be sure you have gotten none?

I set mine to Blue and Above, and got the seals still. I guess you just had really bad rng for a while? Cannot say for sure, but filtering is also not an issue.

I always set my filter to green (discard green and lower) and I get the seals.

I thought they didn't drop but I just noticed I got one. 

For some reason tho it's not in my bag...same with the seasonal fish that I did catch but then I have no idea where it went.

I have selected the option to only discard green fish so I am super confused about where the seals went.

There is a new currency manager (top of your screen, chest icon), where all event currencies and seasonal fish (plump coel) are dumped into instead of your normal inventory. You can exchange for items directly using this interface instead of going to an NPC.
