That's not Sheet-AP though. They never actually addressed the AP-vs-Player damage calculations based on the 2 vastly different types of Additive AP [[Advantage]] versus Multiplicative AP. It's just more proof of exactly what Vulp was tangenting off of as to why Nothing ever actually gets fixed in this game, and why EVERYTHING they do is just attempt after hare-brained attempt to pave over the same mistakes they keep making and calling it "New Content"
AP is AP, "sheet AP" is just a slang, so stupid players can boast about their gear easier.
But in the end your total AP matters when you calculate damage.
Vell gives 3+8 AP
The other one gives 16AP.
You need to get 5bracket AP to get more with Vell, and yes, on low bracket, you can get more, but at 305+ AP brackets give drasticly less extra AP, around one extra for each AP on avarage, so the destruction one gives more AP.
Also the 10% attack speed is a very huge benefit over the 5%.

Kutum (together with Offin) is already one of the bosses with the least players doing it.
Because Offin give you 3 drops, so 3 chances for box, valtarra, forest fury, 100m crystal.
Players are simple stupid, instead of killing one boss first and then killing another they split into both.
The PA could also think and not connect two bosses at the same time, but put the other one 15 minutes later.

When a bracet only gives 4 hidden AP for the additional 3 sheet AP (over 305 AP), Vells gives 15 total AP. However, Vells only gives 5% attack speed, 5% ignore resist, and 10 Accuracy versus even Splendid which gives 13 total AP, 14 accuracy, 8 attack speed, 8% ignore resist. So you are losing 2 total AP going to splendid when you have 589 AP is only a 0.3% increase, compare that to a 3% attack speed boost going from a default 125% + 5% (vell) to 125% + 8% (splendid) it is about a 1.4% DPS increase. This isn't even touching the Accuracy increase or the ignore resist you get from the stone.
So the "not sheet-AP" argument is wrong.

You only have to tag all 3, you don't have to kill the other 2 to get loot from all 3.

Kutum Power Stone is probably best for some dp build, but they changed it from what it was orginally you were able to add it to your alchemy stone to get the effect it has along with your normal alchemy stone. Honestly not sure what the best use of it is outside of that maybe, but I think missing the defense stats from alchemy stone hurt you to much.

when you are over 315ap with kutum, you can start dropping "Sheet-AP" to get more hidden stats or DP, vell's heart is weaker than a Resplendent.
Really? To get out of being "low geared" nowadays you need 315 AP?
This comment is so ridiculously disconnected from the public that the "hidden stat or dp" argument is total useless since it only applies to maybe like 0.1 percent of playerbase

3 Pen accessories (the easier ones), with Pen Blackstar or C19 Pen Kzarka (if succ) or C15 Pen Dande .
Thing is, you don't need 305 really tho, because unless Vell hits a big bracket like 269, Splendid is better due to the accuracy, attack speed and ignore resist being up every so slightly, and Resplendid is ever stronger than that. Incase you didn't know, Sub 281K is gearlet territory still.

As long vell's heart is the only stone that gives sheet AP every other stone will have zero purpose in this game. PA's inability to see that this single item ruined the idea of using alchemy stones for an form of build diversity just shows there inability to improve on the game's already existing mechanics. And show there willingness to just throw features and items into the game without any planning as to how it will affect the game as a whole.
Shining stone > vell heart.
