Tie Naval fame to the boat, not the family. There are many players that are currently locked out of Naval content because they didn't know that they would go negative Naval Karma by flagging up and casting an AOE at Vell, even tho said Flag wasn't going to do any damage to any of the boats.
Yeah it's kinda on the player for not knowing about Naval Fame, but it is also on PA for not being more vocal about the Naval Karma system and it's changes.
Tieing the naval fame to a boat instead of the account and locking the gear of said boat if the boat is Negative just makes more sense, because on the water the character is the boat for every aspect but the "sailing skill" which is really minor when you compare it to Mastery gear and the boat itself.
Before someone flames me for "just wanting to grief on the ocean" no I don't, I hate BDO water content, my Naval Karma is +100k or around there, and I only use the content to go to vells and back, if I even bother going. I am just thinking about all the people who got negative Naval Karma that didn't even have an improved sailboat or improved Frigate yet.
I'd rather give every character full naval credits upon creation so that they can afford to make a single mistake and avoid being harshly penalized for it.

Or how about a 1 time Black Spirit Naval Karma wipe, or even a monthly naval Karma Reset. The problem is, you don't know how bad the negative Naval Karma effects you until you do make that mistake and go negative. And like I mentioned, the boat is the character not the player, so giving every character Naval fame would allow people to make Throw away characters, where by you level up to 50 a feat that takes all of an hour if you know what you are doing. Go grab your boat, sink players with impunity, check the boat in and do it again the next day with a different throw away character.
While I don't like Naval fame being family wide, it would be worse if it was character specific. Or maybe when a boat goes to -1m it starts to take away from other boats in your fleet, so that the not being able to barter penalty still eventually applies.
I dunno, there just has to be a way for players who messed up to repair their Karma without having to do 1000+ of those carry box quests.
