So with the central market showing the items listed 15 mins before it's being able to be sold come 1 very large problem for some people that I think you guys over at PA overlooked.

1: Yes it stops a form of RMT people used to sell certain items mainly PEN Blackstars.

2: My problem with it is last night a PEN Blackstar Scythe went up on the market at the time I was the only Pre-order up so if this had been 1 week ago I would of gotten it but because the new patch made it so we had to wait 15 minutes of course 15 mins later there were 11 Pre-orders up and obviously I didn't win. That should be ok I'll just Pre-order the next one right? No... I can only Pre-order the Scythe because I have no reroll coupons, so this new system really screws over people who can only order their mains weapon cause they cant reroll anything.

3: A SOLUTION  someone mentioned to me was once they PEN Blackstars get listed to the Central Marketplace they could become boxes that are sold to any class e.g. a PEN Blackstar Iron Buster gets listed and I being a Sorc could just Pre-order a box and if I win I open it on my Sorc to get a Scythe.

4: This handles the RMT this also makes it so everyone has a chance not just people with reroll coupons this should be a no brainer of a design choice to make I just hope the right people see this and can act on it.

5: If this continues the problem will get worse right now only about 10-15 ppl are in the market for PEN Blackstar just wait a couple more months of people making 500m an hour at Hadum spots and this number will start to see 30+ people Pre-ordering it at a time then it will become once every few months your classes PEN Blackstar gets listed and you'll have a 1/30+ chance of getting it and cant Pre-order another weapon cause no reroll coupons.

6: let's even say I had reroll coupons this isn't what they should be used for anyway they should be used to reroll thats why you give them out not to swap a sale to your class these should be only used for hard rerolls to play another class.

I understood the "reason" they didn't put all weapons in boxes in the past when they had "weapon reroll coupons" in the Pearl shop.  Now with no weapon reroll coupon in the Pearl shop it makes no sense.  BTW Understanding and agreeing with are 2 different things, I don't and never will agree with the price of weapon reroll coupons.

yeah i honestly think rerolling should be free i dont get why i would need to pay to have a tag or pay for a coupon when they change classes often enough. any class balence should come with free rerolls if players didnt like the changes. in ESO rerolling was free only think that wasnt was respeccing which cost like 15k which took maybe 30 mins to grind. In bdo i need to pay 4b+ just cause i already own a pen bs mainhand. thats a lot of time grinding and thats just to tag. 

tldr: rerolling should be free

Rerolling shouldn't be Free to do every 2 weeks, I would say once every 3-4 months would make sense, maybe make it a loyalty option, or a cheaper Pearl cost, like 1500-3000 pearls for a set of all 3 reroll coupons.

yeah i dont like them selling reroll coupons either cause then it feels like any nerfs are targetted to make ppl spend on the cash shop it should just be free like you said though not free every week or 2 i think every month would be fine then ppl can try out other classes. in my case i own a pen bs so tagging to try it out cost like 4b and i cant use a trial since i wanna test in 300+ ap zones i dont even think trials can go out side BA/rbf last i heard. only way for me to test is reroll coupons and now there are none... But i like your Idea of making them loyalty items just hopefully if that ever happens its not like 200k loyalty and is more like something u could save up for a month.
