I think around Season pre-graduation time last Winter Season PA released the Blackstar Awakening so what are the chances they release the Blackstar Offhand in about 2 weeks? I mean PA added the Spectre Energy to the Sea Shells as a exchange for almost free so maybe that's a hint?
Wishfull thinking?

PS: any idea if the BS Offhand is based on the nouver (PEN +1 AP) with some Monster Damage (around 25) added?

BS items are deseigned with PvE in mind, and so far noone ended up being stronger in PvP than the boss items.
By this you can expect BS offhand being an improved kutum. Maybe monster AP + DR. That would make sense.

The problem with BS off hand is the fact that kutum already fills that role. How do you add a BS offhand and have it not be identical to kutum?
A Nouver with AP monster ? Or kuthum with more AP an less DP but most than nouver?

Yeah sure, they might straight make it 300 monster AP, you never known...
It's extremely unlikely that they will adjust (negatively) an item that is already released.

Drastically increasing Kutum's Accuracy and DR would be a buff to Kutum in PvP big time. I see no way to add black star offhands with Kutum in it's current form, this also wouldn't be the first time they have adjusted in game items long after release, when succession came out they reworked Dande and Dragon Slayer.
Rework yes, hard nerfing them, no, people would complain about that.
And removing the kutum monster ap would be a nerf.
