The Vell's Heart upgrade system is most likely axed. There is too much RNG involved and at a such a high price. The update to the Skill Add-ons was most likely a replacement for what an upgraded Vell's Heart could have offered.

Vell should be upgradeable with Perilla, it's similar to Khan, and it's a useless season reward without this upgrade...
