From what i know you can't get more of those old Seals and i dont know much about horses (beside that they are casino roulette where you never win).

So is that T8 Horse any good and worth to get? Or is it just better to get Epheria License (around 450-500mil EU) + Kzarka box?

The horse isn't worth 70 seals. Its just a normal T8 horse with a guaranteed good start skill. The horse is level 1 and have to level up to learn more skills (wich is RNG - so the horse can end up stupid). It will be worth about 140-230.000.000 silver (based on learned skills). There is a very rare chance to get a courser horse, wich will learn all the important (and hard to learn) skills. In this case, its about 1 billion silver. But just heard about 2 horses who ended up like this without spending real cash.

Epheria boat & kzarka will give you a known amount (and in most cases way more)  of silver.
