I thought I'd check out the pearl shop in the central market outside Calpheon, but there's not a single item in the shop. Everything is out of stock. Literally everything.
Is everything sold out or am I in the wrong place?

It is nearly always the same. I guess there is a short window of opportunity just after reset for the specials from the pearl shop.

Central Market is player driven. If you want sse the Peal Shop, the botkey is F3.

The "Pearl Item" section in the central market is where players (like you and I) can sell Pearl items for silver. Basically P2W if you want to boil it down to basics. So it's entirely player driven. But everything is price capped. As a seller you are capped on a how many items you can sell per week based on your Family Fame. As a buyer you can buy as many items as you want however you can only pre-order ONE items at a time.
Also it's were majority of players get their crons stones from. When you hear people "melting" outfits for crons... is they buy outfits for silver then extract cron stones from the Pearl outfits.
The actual Pearl Shop where you buy things with Pearls which is bought with real money, as mentioned can be opened with F3 as your hotkey if you didn't change your hotkeys or is on the bottom right of the screen.

So I guess I can't sell a pearl costume for say, 2 billion if the price is set to 250mil?

Yeah, the pirces on the Central Market is controlled by PA, so you can only sell them for whathever they let you. (It's 355M for premium outfits.)

First things first, welcome to BDO.
Pearl shop items that are re-sold on the Central Market usually DO NOT sit around waiting to be claimed.
99% of the time here in NA, you need to place a pre-order and wait.

Best thing to do is place a PO on what you want.
Wait for the Monday (Sunday evening/night on NA at least) reset time. It's when pearl sales reset and players typically will buy/sell more likely during that time OR a few hours after maintenance/weekly update for the new deals.
