To make everyone happy i would suggest to create sea factions people can join. I said can not must. Make said faction fight for the control of a certain zone.
And then boom you have open world PVP but you still punish griefers.

Fix ocean content / desync / pop-ins first and THEN look into how to penalize red players but incensitive the experience (like you can get this but at the risk of that).

I dont think they should have to deal with enhancement downgrades, but instead make a prison.
Put a bounty on the pirates head, if they log out they go to prison. If they get caught or sank they go to prison, they lose their gear and their ship until they complete their time in prison. Prison time only counts when logged in and only when doing the lifeskill tasks.

Naval pvp is far more balanced than land pvp. The gear gap isn't as bad and is by far the least P2W gamemode. PA gave absolute zero pvp content and this will just beat a dead horse harder. What the hell do you want to use a fully enhanced combat carrack for? Freaking bartering 24/7? Wheres the fun in that? Before yall go assuming im a pirate, no, i am not, and never have been a pirate. If they don't cancel this crap, maybe you will see me out there as a protest
Regarding griefer costing millions of trade goods per sink, the priority of blaming it to pirates is nonsensical. This is part of PA's bad design that each sink cost u potentially anywhere between 30-200mil, which obviously people will complain. Bartering is made so unfun that you need to afk but now with this death penalty? Obviously complains will come. But think for once, instead of blaming the pirates, why not blame PA for making this stupid af mechanic where your ship sink with it sailor and cargo. If it is just respawn safezone into nearest wharf with no sailor or cargo lost, who tf would actually complain that much about pirates?? Just limit that penalty to pirates and that will be a really good punishment for them already. If you're marines, you risk nothing and pirates risk 50+ mil per sinking
For Khan, just simply disable pvp in the freaking zone. All of this is just really bad mechanic

Players who perish with less than 0 maritime sea karma will suffer an enhancing reversal penalty to equipped boat gear.
This means you lose boat gear progress when you die at a fixed rate. Much like going red on land but much worse.

Changes like this will kill all sea content for combat. This effectively removes the OWPVP aspect of pirate warfare.

The absoulte irony of them getting rid of Pirates in BDO, is that they literally just added a pirate class to the game.
