Can't exchange Tuvala, can't complete Season Pass

Yo,
Title.
Fughar dosen't show up the option, my corsair has completed chapter 11 (simplified main quest), searched trough all fuhgar options, nothing.
Anyone having the same issue ?

Walking through steps-just in case
1. Season pass upper right on your game window. All steps are done up to the point where it says exchange and you checked them off (click on the reward icon)
2. Naru is at PEN for the exchange
3. Exchanging tuvula ore for tuvula weapon boxes. armor, accessories is at the blacksmith in major city.

Igor Batali wont let me turn in Seashells any more with my new season character (I used time piece on)

you know 1 of the most important step that you have left out is REMOVE YOUR GEAR! I have seen so many people say it will not let them change the gear until someone ask if they took their gear off and what a suprise there is no other comments frrom the person
