Velia Blacksmith Tranan Underfoe Is Missing

So on my lvl 61 Corsair, Tranan Underfoe is not active for me. He is still in the back room. I have no quest or option to fix this afaik. I have looked for a quest and haven't been able to find one that can get him back to the front and usable. Anyone know a fix for this? I'm probably missing something very obvious.
(note: i used the story skip, if that causes the issue)

Do you try to visit him at night, between ingame 10pm and 7am ? If yes, please be aware that this NPC sleeps at night.

The velia blacksmith is never unavailable at night, you are confusing him with the heidel blacksmith. My advice to the op is to level up and talk to the blackspirit to get the first part of the shortened story complete.

Then you need to put in a ticket because you will get no official response in this forum. We cannot help you get the game right. Although perhaps a game file check may help. I skipped the story too and did not have this problem.
