We enjoy PvP because of the speed, the reaction time needed, the fluidity, complexity, and general feel of the combat here. This includes what you determine as teleports where you can't track people. You do realize, however, you ahve a minimap, and your opponent shows up as a white dot unless they're a ninja/kuno in stealth? Even Sorcs can be tracked this way when Sorc uses Nightmare....sounds like a git gud issue to me.
BDO problems in PvP are primarily desync, FPS=DPS, weird bugginess like getting hit through walls, how elevation can cancel out damage at times, and stuff like that.
Maybe a slower paced combat system is better for you. I like the fast paced, twitch reactionary, combo-centric, outplay, mind-game, tea-bag style of combat we cuurently have, just wish they'd buckle down, go hardcore on fixing the combat system's core issues and giving us players more opportunities to flex our skill, no matter our gear level.
So when, in RBF or GvG, I see multiple teleporting classes I should track them all through the minimap where all players are white dots.... easy right?

The crappy thing, to me, about BDO combat is the lack of opportunities to PVP. That PVP gets punished in Open World. That RBF is only good if you got the gear, and weak players can't enjoy RBF too, even with the trail gear buffs. Lack of modes, lack of attention to PvP.

You play with a class that heavily benefit from the laggy, desync prone game. Guess...
In alot of ways it does.
And honestly the reason Tab is so successful is because less issues dealing with internet more playing the game. You will find far less lag and issues with dsync etc with Tab target. As long as you make the tab target feel good to use and give it depth its still the best way to do the combat.
Tab target allone not enough, but yeah that helps.
What you need is competent devs. In wow case forexample, they knew that it would be a problem hence blizzard implemented multiple features that help to counter hardware and network releated issues, like spell que system, extra leeway on moving targets, and simply having server side combat (how all multiplayer games should work by the way).
BDO was created by a team with no experience or know how in multiplayer games, and it's clearly visible in everywhere.
Though at this point they not gonna change it. It's too late, and would be too much work...

I did not said that, however PA's trashy servers have hard time following quickly moving (dashing) characters. The same happens if I just spam my dash on dk (remember that ain't even have protection on cd). Other players see my character on a different location than it actually is, hence their abilities miss.
(That not applies to broken classes like wizzard, sage, guard etc. which have so large AOE that it covers the whole screen.)
I believe that the high tempo combat gameplay is what keeps people attracted. As your skill progresses you gain the ability to "teleport" around the screen dealing damage.

I think their main frustration is the feeling of lacking counter-play against some classes. Traditional I frame classes are notorious for this because that is how they are designed and it is made worse by the fact that desync/lag makes trying to target the few frames they are vulnerable near impossible on reaction; you just have to try and predict and hope you're right.
It's not like other classes aren't somewhat guilty of this (sa block), but since most classes have an easy solution to that (grab) there isn't as much hate.
That said, newer classes are beyond "feeling" uncounter-able to actually being so. Like how literally the only option vs a succ corsair engaging your ball is to run because you can't grab them, CC them, or even damage them half the time. Whoever the fuck thought that was a good idea should be fired.
