Cannot accept the quest from Serazad even though I have a Villa invite.
The message is telling you what to do. Try reading and understanding what is written. You need to go to the warehouse and buy the 100g gold bar and take it to the door man. It explicitly tells you what to do.

Problem solved. Apparently you need to have 'View all quest types' active to see the quest.
