been trying to get them to fix getting stuck on ship wheel and up in the air after 3 year they say it must only happen to you and want a video of it.
well all a video would show is me holding onto a ship wheel not able to move. Also this does not happen just to me 3 guild mats that use there ship happen to them and i have lot of picture of other stuck in the air. this has been going on from when ship were put into play. I do not know when this will happen so not sure how you get a video of it.

From my personal experience its channel related issue. Yes, my suggestion sounds dumb, but change to channel where you don’t get stuck, PA most likely will never fix this problem.

I've had this happen probably twice. I'm pretty damn sure its related to boat desync. From my thought process on it, you grab the wheel, then the boat desyncs into the air, you can't dismount because the boat is probably falling down, you can't turn because you can't move while falling. This only really happens when there's multiple boats in the same spot - usually, but I wouldn't be surprised if someone else had the same bug happen while no boats are around.
This softlocks the game for players, and requires a channel swap, character log-out or client restart to dismount. Normally, when you can dismount, dismounting will fix the floating part, but in the event you can't dismount, then you're basically softlocked. I personally doubt that channel swap would work because I think you need to be idle to do that, but if it does then cool. My guild officer has had this happen a handful of times and I think in the sea community its a known bug. If support is telling you that this is just happening to you, I can assure you that it is not.

I have lot of picture of this and it happen even when you let go of the wheel at a barter npc and then regrab it and start to move and when you start to move the ship pop up but some time it pop to hight and the server lose you I can spin around have the nose point away from dock or island and you relog and it will be pointing the other way around so it like the server lose your location and has to put you back at it last
