What censor laws? What country do you even live in?
I think its called Over sexualisaton of children, you can google it actually. And Shai 100% looks like underage kid.

soo many people asked for it soon as shai was reavealed dear god the forums were flooded with it and the blacklash over it being a class for... adults with really bad tastes.. if u get my meaning..
the forums had new posts over it daily and on the BDO reddit and i wouldnt be surprised if the bdo support had floods of tickets over it too

you know, the same people who asked to censor lots of games in resetera because there are not enough blacks guys in it, no lgbt people, too many white characters, too many beautiful women, because we see the thighs of a white cis woman , because the hero is a white man and who harassed developers on twitter to get them fired.
We don't care about this toxic community and we don't want it on this game

No, there's no such laws for what is depicted in this game. Canada has this law but not most countries and it only applies to sexualization and none of the shai outfits are this way even if they are in underwear it still would be fine under said laws. The laws are referring to actual lewd acts / nudity that isn't "art".
The Kevins and Karens like to ruin everything for attention. We don't want censorship because it's 1. unecessary, 2. Destroys the cuteness of any outfit and 3. Not original.
If it really was about censorship laws then they would have failed and broken said laws thanks to all of the NPCs that aren't censored.

Still can't understand why the F you are blaming publisher for following Censor laws, go blame your local lawmakers, tell them that you want to see naked ass of character that looks like little girl, and we'll see how fast you get in prison. instead of you asking to violate law for company.
If there is no such Censor law is some regions its doesn't mean that company from that region can ignore local laws.

The forum had 1 person that created 100 acounts making posts. That wasn't any of the players, that was some Karen that banged her drum really loudly and Kakao fell for it.
I am a female, I am a grandmother and I am against the ugly undyeable leggings and shirt that clip through almost all of the shai clothes. I do not want near naked either and my shai wears a naga costume and will have the new craftable Dreighanese outfit when I get around to doing the quests for it.
None of the dresses are sleazy but some of them are far too short and that could have been fixed by lenghtening the skirts. Their was no need for the granny shirt at all as seeing a little girls shoulders is not unheard of in our societey and nor is it a sexual turn on for most people. Also you will never stop those truly sick people from seeing naked pixels.
I doubt all the freaks calling for this unnecessary censorship turn their heads away when they see a child in a swimsuit, nor do I think that any of you would go to the extreme of dressing your young children in a burkha.
The biggest mistake the game devs made with the shai was in making her far too young and far too human looking. It was a huge disappointment to me that I could not make mine look her supposed age. The playable shai also does not in any way resemble the npc shai.

FF14 has Lalafels also known as the popoto race in humor. By lore, they may or may not be young, all of them afaik are of age and honestly you can't seem to trust any of them story-wise (lol) but if the most currently popular MMORPG can have swimsuits, bikinis, and undies for them then what's PA's issue? I'm not saying to sexualize them although they did a great job doing that with Tamer and Witch, both can easily look <18, but do we really need leggings for every outfit? We have a beach outfit and it comes with leggings or pajamas. How does that make sense? Actually, does any other game censor like this?
