"You do not have permission" usually means game thinks you have not bought it. This situation can happen to Steam player, if they have Steam running as ordinary Windows user (without administrator rights). Just run Steam as administrator and than start BDO from desktop icon or from Steam store.
Hope PA fix this bug, it was hard to figure out what is happening. What is happing is Steam passes some startup parameters to BDO launcher, which than logs you in without asking for PA web username/password. For me this only works if Steam is started as administrator.
You will know something is wrong, if you run BDO in Steam and see Logoff button in top right corner of launcher.

Are you getting an error message that says "You do not have permission" when you try to start the game?
No worries ^_^ This is normal! You just need a Game Pass! Do the following below:
(1) Login to your account on the NA/EU PearlAbyss website.
(2) Click the Shop button at the top, then click Package
(3) Click the "Get BDO Now" button under the Novice Edition to get a Game Pass
That's it! You're done! You can now Login on the Launcher and Play!
Normally, BlackDesertOnline is a "Buy2Play" game, so you need to buy a Game Pass in order to play, but during the 5th Anniversary Promotion all Novice Edition Pass's are 100% Free!
That's right ^_^ Free! You keep your account for the life of the game!

i did that and success..
but i tryed to login again and it says you do not own a game pass! why??? PLEASE NEED QUICK REPLY ITS URGENT!!
