Yes. Not exactly those numbers, but the cap means it reduces you to that gs.
If you are not 250 AP, it will not increase you to 250.
Edit: I misread that as a question about current spots with an AP cap not a suggestion lol.

Also voting no here. Certain spots mobs already are AP capped, like Sausans. And IMO capping the mobs like that is fine, for low end spot.
When it comes to GEAR, though, gotta look at it from the larger picture. The Big Picture, not just individual, and easily avoidable occurances like getting spot takened at Pollies.
Big Picture:
BDO is a gear-centric game. Gear is really important. It is expensive, and for the good stuff, also very risky to enhance. By adding gear caps to grind locations, will reduce the importance of gear, and by reducing the importance of gear, reduces the importance of grinding, reduces the importance of getting lucky (we all get lucky sometimes, even those with "bad" rng like me), and overall, reduces the overall feeling of accomplishment when it comes to progression, as a whole. Like, it's a slap in the face to have gear just ripped away like that. This isn't WoW where BiS gear is easily farmed by spamming raids. This is BDO. Our gearing process is KILLER, has killed off many players just by grindy, expensive, and risky the best items are to obtain -- by literally ripping away gear, it just feels like a big disrespectful slap in the face of the players. That, and unlike WoW, gear maintains relevancy for a respectable amount of time. For example, Ring of Crescent Guardian is 3+ years old I think, and it is still a very viable piece of gear for end-game builds. I guess my point is gear in BDO, is not like gear in other MMO's.
To me, BDO's gearing process gives a much larger sense of importance to the gear itself, than any other MMO out today, just because it can be so hard to get (for the top end stuff), and for that reason, feel capping gear according to grind location invalidates the monumental grind or miracle RNG too much.
Disclaimer: Note that I used the term "reduces", not "eliminates".
Remember BDO's motto:
"The Adventure Never Ends". The "Adventure" they're referring to? Well, to me and many others I've learned this from, it's the Grind itself. The "journey" to 670 GS, 680 GS, 700 GS......and beyond. The "Adventure" of moving to higher gear grind zones in new locations, and meeting other Adventurers along the way on their journey...whether it is through peace or warfare, we are all on this Adventure together.
If they cap gear according to grind locations, it'll have a trickle down effect that would result into a more bland game, a less importance on gear and what it took to get that gear (the "Adventure"), less importance on improving your mechanics when fighting higher geared players (I've fought many, MANY, higher GS players during my come-up), just overall, a less satisfactory feel when it comes to progression, as a whole, IMO.
Suggestion:
Fight higher GS players. It will help you learn your class and learn PvP. You may likely get mopped on the floor. But keep fighting and keep improving your mecanics, it will pay off in the future, especially if you intend on maining whatever class you're playing now.
Do not get too discouraged or emotional when you get spot takened at Pollies. It's Pollies. There's sooo many rotations, and many channels, on top of it being a low-end grind zone, you should find an open rotation very easily. Only reason people go there nowadays is for the accessory daily, mainly. So finding a rotation to yourself shouldn't be difficult. Now, if you are looking for equalized PvP, there is trail characters which put you at over 630 GS if you did your journals. It's probably higher GS than your actual character. So you can hop on a trail and play PvP in RBF, BA, or Team Battle. Open World, though, it's Open World -- You EARN your keep. Not strong enough? Then that's just more incentive / motivation for you to get stronger. I believe in you. You can do it.

There are reasons for higher geared players to go to low end spots. Polly's forest is very good for skill points. Several of the infinite potion pieces drop from lower end mobs as well. The world does not revolve around you and your "poor me" attitude.

Don't mind that person or others that think like them. They more than likely spents a combo of a lot of time and money. And believe that gives them a license to grief lowbies. It's actually sad that lowbie griefing is the only form of pleasure they can get from a game.
But I too believe if these Devs. want their game to be less niche. They are going to have deal with the issue. Of geared vets griefing newbies at newbie spots out of the game. Most of the time it's done for sport and not as a means to grind.

Overgeared players who come to low low spots for zero profit and only to grief people are very rare, as anyone actually playing BDO is aware unlike Fearfull.
Most of overgearing issues take place at treasure spots, more specifically infinite pots, which destroys the fantasy narrative of Fearfull.
