2nd Instead you can do what a overwhelming majority of MMO gamers do. And don't play a game that are built completely around it's cash shop. Where it mostly feeds their low spenders to the high roller spenders. There are other MMOs on the market that don't operate like this. You can choose to play one of those.
3rd You are welcome in opening your eyes to the fact. That no amount of whining is going to change these Devs minds. On how they continoue to monetize their game. Remember in a game that makes most of it's money by selling indirect and direct power with force PvP enabled. 1000 players that are willing to spend more than $50,000 USD/EUR. Have more voice than a 1,000,000 players spending around $30 USD/EUR.

Villa's are an ancient and forgotten content left behind by some middle of the road Kakao dev. I like to think that the PA/Kakao team had plans to make villas be much more important than they currently are. Villas did have some kind of unique allure to them, but now thay are just boring tourist attractions.
PA will leave it be, abandoned and lonely just like most life-skills.
You can also see that villa's were the beta to the upcoming mansion content, kind of a trial run at giving players a home away from home kind of experience.
However, you were never able to customize the villas.

I'm not sure whether that would be an improvement. Currently poor players can't P2W much, so that is something at least. If P2W would be cheaper everyone would do that.

Well that seems a realistic estimate, especially since 50k is barely enough to get into the whale category, as there are players with 250k+ spending.
You make a 7-day tent in game. You can purchase a 7-day Villa invitation in game. You can repair gear in game. You can purchase potions in game. Tent offers Drop Rate increases for a silver cost (up to 50 million silver per hour), the only thing not offered by in game means.
