It's unfortunate. As much as I enjoy the Thundercloud Kutum fight (it is my favourite of the harder bosses) it's clear the vast majority do not go near it for whatever reason. I don't now either, for as enjoyable as it was, 30 minute battles everytime it appeared soon wore that enjoyment away.
It really should be looked at. Releasing content like this that hardly ever gets completed I hope is seen as a massive red flag for development.
I haven't visited Kutum in a long while. How long is it like that?
Players doesn't want to kill boss for bunch of leechers, guess its what happens when 10 ppl attack boss and 100 afk waiting Boss to die, those 10 people don't show up anymore/don't attack boss more than 1 hit.
Whole boss system must be changed, no one want to work hard to recieve same or even wors reward then afk leecher. Same happens for field bosses as well, if PA keep giving rewards to leechers, they could just remove game and replace it with browser "claim your reward" page, will work nice for 99% of "afk casual players".
Even regular kutum has people show up for the last 5 minutes. Its not worth showing up for at the start, and if people don't show up regular kutum despawns. Its not worth the time. Ph, and of course having to deal with the corsairs otters is another con. Add them to the "other peoples effects" so nobody has to deal with the mumbling wastes of gpu. Whoever came up with those minion mascots should be dragged out into the streets and be run over by vespas. repeatedly. daily.

The real reason is simply not worth it. The kutum fight is annoing, yet it's rewards are worthless. Especially it's awakened version which doesn't give anything yet guarantates cristal break and xp loss. Why would anyone bother with that?

If you can grind 500m/h, you make 40m in that 5min you kill a boss. Worldbosses ain't drop 40m on avarage, hence even logging to them on an alt not worth it to higher geared palyers.
Heck probably even grinding jail or sulfur with a seasonal makes more money than what world boss drops on avarage kek

This right here is the real issue. Why would I spend 20+ minutes on a boss that at best will only give me 20 million silver in loot. When I can stay on my seasonal character and make 65 million or more in that time. On top of all of that, said boss has a very high chance to one shoot me and cost me 100s of millions from crystals breaking.
To solve such a issue. They would have to make said bosses give out a minium of 40m to 125m depending on how much damage you've done to the boss. And they will have to get rid of the whole Crystal breakage at World bosses. Getting rid of the Crystal breakage at World Bosses alone. Would be enough to make me think about being my main to them.

CatDK and EgoAdAstra perfectly stated the problem, it is not worth doing it and even worse, if you go there with your main, you take the risk of losing more than you can HOPE to gain.
To my really personal opinion, all Bosses (field or world ones) should get their status back and be changed into a real event for everyone to enjoy, not a simple daily chore. Making them really epic, dangerous, but interesting and rewarding.
A weekly schedule, with various spawn times (to offer this possibility to a majority of players), one appearance per boss per week, rotating schedule (so that you don't meet the same boss if you can only do one spawn time, for example), no penalty when dying, only enhanced versions of bosses, and a reward based on your total participation in the fight (damages, number of hits, but also buffs, debuffs, heals and so on. I was thinking about taking deaths into account, but if you die you will necessarily have less time to participate).
