Are you talking about their weekly maintance? As they do it on every week, and they have notes from that on the webpage/dc/launcher.

I haven't used steam in like a year but what I remmeber is that Steam has maintenance every tuesday in the NA region at least. It lasts about 30mins I think. This is part of why I never buy games through them but directly from the publisher whenever possible. Also MMOs are the worst through steam, I never had good luck with them especially ESO. Thankfully you can run the launcher without steam ;)
