It will going to take some time (more than what a new player would realistically want to put in before uninstalling), and it won't be very cheap either.

Veterans? No. Ppl who still not managed to get full PEN since years? Yes. This season+ will help mostly the casual players, and the ones who are new, but willing to put in that half or so year it takes to get them out.

never bother to make pen kutum, for what?
Now due to all the panic i got muskans for 11b and will make my pen kutum and leeburs for a eva set for cheap, i like it.

It helps anyone who needs any one of the gears. It's good for anyone, especially EU, SEA, other regions whose PEN prices are through the roof (20 bil Urugon's on SEA, I've heard).
Vet or newbie, if you need any one of the Boss Gears, then it is good for you. Much cheaper, and if you're trying to grind 20 billion for a PEN boss gear, it's much faster and easier too. NA, though, it'll be interesting. I wonder how much more the price of PEN will drop, saw Giath helm sold for 11.8 the other day. That's right around the same price of making a PEN through this guaranteed method (give or take).

Of course this will help vets since they'll most likely get market opportunities for mats they don't need anymore in short term.
