Well, in general, I think that it can only mark something as completed if it can determine that from your current game state. So, for something like a quest or hiring a worker in a specific town, it can see that you've done it. However, for something like "gather X logs," that information is not maintained in your account anywhere, so you'll have to do it again.
Also, it appears to be the case that the game only looks at your current character to figure out what's been completed. So, if you have yet to switch to a character who's completed something on the list, it wouldn't be counted as completed yet even though you've done it.
