I'm log in since two days and I only had only one imperfect soul seal today I didn't get any... Is this some kind of bug or what? I think this event is one big of a scam...  I thought I would have some PEN upgrades now I only have x1 imperfect soul seal and I dont get any more from login... Good job Pearl Abyss another big fail!

halloween event has nothing to do with pen gear nor the imperfect soul seal

and the pen upgrade is NOT an event

Yes you only get one Imperfect Soul Seal, which allows you to exchange for 115 Concentrated Boss Crystals.  Guess you are new to the game -- don't expect to get Pen boss gear that easily (just ask the veteran players here what a pain it is!)

To get additional Concentrated Boss Crystal, one way to do it is to kill World/Field/Dark Rift bosses and loot Boss Latent Aura of your choice.  Jetina offers weekly quests where you can get 115 Concentrated Boss Crystals for every 2 Aura you turn it. 

There are a few other ways, but I will let you read the patch notes yourself to figure out what they are.  Again don't expect it to be easy/fast to get Pen upgrades - they are not meant to be easy to obtain.

"rest 5"? You need 360 for 1 item not 120!

You need to upgrade your TET item 5 times (4 times with 60 and the last step requires 120).
