the guaranteed pen method is definitely cheaper and easier to get than enhancing or buying.

First a patch note is not a manual, if you need to go to a patchnote to get informations you need to make something work there is an issue.
I know this has nothing related to the topic, but since there are trolls, let's explain a few things.
So first a manual is something to help you when you have troubles running or making something work. When the "thing" is well designed and not complicated, it do not needs a manual at all, and that's why the true warnings are directly put on the thing/objet/program you are using not in a manual, cause you need the information when you are actually using it, not on a website or on a paper somewhere else.
Secondly a patchnote is something to inform players about changes made. So it helps someone to know what is new, basically it's to tease you when you are waiting for the server to come back online or make you want to play more, come back if you stopped. This is not a place you are supposed to explain mechanics or how to use something, if it does like in BDO there is an issue and i'll explain why right below.
When you stop the game for let's say three monthes, do you really have to read the 12 patch notes you missed to play there game? Really? When a new player wants to start the game right now, does he need to read the patchs notes of the 6 previous years? I see those saying "you should read" playing only since end of 2017 or later, did you applied to yourself your stupid logic reading all those previous patch notes?
Now that you see how stupid it is and before you said you did, what if the website changes and once again the patchnotes are not available to the public like the old ones?, the information is lost and what, too bad you had to read the patch note before it was "erased"?
But let's stop speaking of patch note, did you all read the CGU you had to validate multiple times when playing BDO? Cause a patchnote once again is purely informative, while a CGU is mandatory, that's why PA and any company force you to read them to the bottom and accept it. Those documents are of legal importance and i'm pretty sure none of those blaming me right now never gave a sh*t about it cause it's too long and they juste want to play as fast as possible cause they don't have to spend 100 hours reading a boring doccument before being able to have the fun. And we are speaking about important things like privacy, rules of conduct, terms of use, things directly related to your account and your ownership over it. Right, those CGU are shorter than the patch notes we had in the last 2 weeks.
So you don't see the point with the video? Maybe you should actually watch it instead of reading the title and skipping.

I can agree with OP in that the game should provide more info and a warning before you trade in your gear for the untradeable version. It would be ideal if the game allowed you to play it without having to tab out into your browser to search for things AND I believe PA wants this as well. Just another thing they need to iron out.
Currently though, the world is the way it is and you can't function in the world with working that don't exist. So, as it stands, bdo is a game where you should be checking patch notes. It's been this way for years. For events, for updates, if you don't want to be that person asking in chat constantly if this is that or whatever, constantly.
I believe the current solution for OP is contacting customer support to explain your issue and getting your regular Kutum back. Worth a try. I'm sure they'll consider it since this is basically in real-world test period.

why does a player have to study patch notes in order to play the GAME?
I know its hard to understand but 98% of players don't really give a fuck about the game and its patchnotes, they log in and want to have a good time, its just us mmo players who enjoy the trip for the promise of the self-imposed goal.

Reading patch notes is simply good practice. You're responsible for knowing how things - like the guranted PEN - work and the devs are responsible for letting us know.
The devs use patch notes to let us know. So if a player doesn't read them and doesn't know how it works, well that's all on them since the information is out there. It's like an intruction manual.
Community memebers like Chris_Poli, EvilDoUsHarm, Anders, etc. also make detailed YouTube guides on these events and instruct players.
This information about the 100% PEN has been out for MONTHS pre-release. So IMO, this problem is more on the user than it is the game. User error. Would you get mad at Photoshop if someone doesn't read intructions or learn how to use Photoshop? Same concept here. Education is an important thing. Stay educated.
