Two weeks of whale hunt and full parties and not a single drop.

It was a disappointment of an event as far as I am concerned.

Chance was small, it's logical because this Oily Skin was worth 600m (minus taxes).

I know people who have been hunting whales for months and still don't have all 3 bones.

In the last world boss ring event I also didn't get any, but in the previous 3, including 2 on the same day. 

Small chance yes, 0 chance I don't agree with. Making events like this is not logical, is absurd.

I have been doing Whale hunting since almost a whole year, got my 3rd Whale decoration and 4th on the way, and my experience from this event is adding a new Item behind an RNG factor while whales are already alot of work, from forming parties to getting on a free server where the whale is not already taken by another group of hunters, to getting hunted by " Pirates " across mutliple servers, to the randome spawn time of the whales itself which makes everything so hard and really painfull as it is already, it's just plain pointless since you can't kill a proper amount of whales during the whole Event. 
And as we all know, Events attract peoples which makes it even harder to do everything " properly " i would rather apreciate fixed whales like no teleporting mediah whales or HP resetting calpheon whales, or loot with less RNG because its really discouraging killing whales and you only get meat and barely any other loot (Tendons/oil/etc.) and not on just one whale or 2 or even 8, and proper Spawnwindows, like i remember this year we had like two different weeks where Balenos whales been spawning at 2 or 6 am. This whales are doomed to despawn and for us Whalehunters a whole wasted week. 
Adding new Items to make it more attactive or for a eventperiode is questionable since as mentioned above you wont kill that many Whales its either you are lucky or you wont get it at all. I get the idea of putting RNG behind it for fairness etc. but at the end it wont save the whale content nor wont make it more attractive as it is now nor wont solve the core problems that whales have since release.

Briefly: the whole whale hunting system is working poorly.

1. Whales should not despawn if noone attack them.

2. Whales should have a much faster respawn (maybe even 1-2 hours after kill).

As you wrote: long hunting organization time, too random drop (often only meat), too small "window" for hunting. All this means that hunting a whale or a khalk is not very popular among players.
