PA has reduced the amount of experience required to acquire contribution points. PA has also deced to steal the excess points that I accumulated instead of applying them and giving me the CP points that I should have for the total amount of experience that I collected.
I realize everyone is going to comment that this is just the way it is. I just don't agree. This is wiping out experience that I have collected and not giving credit for it. I d not agree to that in the TOS.
Perhaps not an exploit, but they would ban me if I found a way to get contribution without earning it. This is just the reversal of that in their favor.
There is a nicer way to describe the issue.
I guess it's just a bug or i missunderstood the patchnotes:

The way i understand it, is that the next time you gain CP EXP, the total will be recalculated, but that doesn't work right now.
Based on the description in the patch notes, I don't think that anyone is supposed to lose out on contribution points or contribution point XP. Rather, PA is simply altering how much contribution XP is required in the lower to mid contribution point brackets and then adjusting your CP total accordingly. So, whether you have 20 CP or 490 CP, you should see an increase in CP thanks to the change (and then further progression will be harder than it was before if you've gone up another CP bracket as a result). However, as gadean points out, the recalculation that's supposed to happen is not currently happening.
Hm not sure if its not just a bad translation but yeah what it says in our patchnotes implies that it wud recalculate and adjust your cp to new values.
On SEA patch notes its worded diferently though:
The alleviated version of the Contribution EXP will be applied when obtaining Contribution EXP after the update
Which cud mean its doesnt award you anything for past gained cp xp and just uses adjusted values for any new cp xp gained after the patch notes. I guess GM/CM should clear this up.

Did some calculations in excel and here's the result.
(using tables from bdolytics and patch notes)

Proof (my CP before and after maintenance):
So if each cp point after 400 received a reduction of 30%, sum of the reduction from 4 CP points would be more than 1 CP point because we have constant amount of exp needed for a one CP. This amount increases with particular amounts of CP, so because I don't remember eg. 300-350 CP need 50k exp for each CP, but 351-400 CP need 75k exp for each CP and 401-425 CP need 400k (yes, we have colossal growth here) for each CP.
And where is all the rest below 400 CP?
Conlusion: all player who have over 400 CP have been robbed of the experience they have gained for years.

I don't think cp softcap change has ever been retroactive in terms of level. what you show seems correct - 40% x 70% is 28% which is what you started with.
