Its permanent, but you can still grind on them on the higher spots like catfish or bashim. Only the low spots ar reworked for endgame players.

I really don't understand why other servers are more crowded than these Elvia servers. Literally nothing is different, except for the lower end mobs that got a reworked. Nobody was using those mobs anyway.

People get a warning and are too lazy to check what it really means.
