Not against this suggestion, I do find the camo suit cool for being stealthy and stuff though. However, if the main reasoning is just because it hides people's names, to avoid a ban, there is something to understand.
There are mechanics in the game to make you able to see their name, such as flares, and also when you die, you can check your character journal, this shows Family name and Guild.
Thought, just in case you didn't think about this, this might be useful information, also you can still report these players, by writing a ticket telling the GM the place, time, and date the incident occurred, and this way they can check the logs for players in the area, if you died that is logged down, they can also find out who was near you, etc or review the gameplay.
So, if you suspect someone of fish botting, gathering botting, you could try flaring them, if you don't have a flare, write a ticket in, just saying where it was, at what time, and what you found suspicious, they can see who you were near at the time, and then find the name of the player that way.
If you suspected someone of speed hacking or something that gave an unfair advantage in PvP, and you died to them, you can check your journal and find out their name that way, or like I say report the incident and note the time, date, and location.
Hopefully, if you didn't know about this, you now do! ^^
Everything you stated here just confirms that the Ghille can be used to help assist in cheating and circumventing.
ALL of your suggestions only mildly improve the situation while removing the Ghille or adding the name would alleviate a lot of the problems.

Everything I said, is how this has no effect on reporting people. It will be exactly the same, and as I have said you can see names right now anyway in the Journal for your character.
Just send a ticket like you do right now, and which will be the way you do in the future...
You do not need a screenshot of their name, only the normal ways of detecting cheating, the GM's can see the names no matter what.
Better idea.
Change this item for a Buff that apply the effect on hit.
I can agree with this suggestion tbh. I think it should be changed from an item that reveals a small area, to a buff that gives the player who uses it "sight" so they can see names for a certain period of time. Either that or make a new consumable for this purpose. With the amount of mobility classes have these days it's not always easy to use the flare and be locked in that animation just to see someone's name and guild.
I also agree that Ghuille shouldn't work at all in RBF, just like how they don't work in node wars.
However, I don't agree that the item supports because there are ways to reveal the name. And if you remove or change the item any more than that then you're going to have quite an uproar from players who have spent their money on the costume for the sole purprose that it hides your name in the open world. PA would probably have to refund a lot of players for the costume or face pretty bad PR.
My suggestion is if it gets changed then give people their money back. I have 3 so that's $102 USD I've spent over the years. I'm not the only one with multiple suits so we're talking 10's of thousands of dollars people have spent. If PA doesn't what to give us pearls back then allow it to be melted into crons/cry's or something that is actually useful.
If only there was some way we could see their names!!
Oh wait a second there is.
