I just started BDO earlier this month, my highest level character on the account is currently 39.

I went to get on a friends boat and after the guards killed me at the docks I realized my account seems to have -50000 Naval Karma, making me a pirate.

This is a completely fresh account. My highest level character is only 39 which from what I understand means I cant even PvP yet since that doesn't unlock until level 50, I also don't even have a boat of any kind!

Is this a bug? or do new accounts start at -50000 naval karma?

New accounts should be at 0 naval fame, but it doesn't take much to drop it. If you managed to do anything whatsoever which damaged a ship (e.g. some folks have done stupid stuff like shoot a ship with a musket), then you'd go negative. I'm not sure what you could do with a character that's level 39, so you may have hit a bug, but it takes shockingly little to end up with negative naval fame.

First off, Naval Karma is a stupid idea.  It's worse than Land Karma, and it only punishes the new player, the players that used to sink ships didn't stop.  They should have just removed all PvP death penatlies including bartering good destruciton unless negative naval fame, rather than adding the oppressive penalties for being even -1 naval fame.

As for your situation, maybe a GM can look into it since you only have a level 39 character.  Try submitting a bug report via the support button on the in game pearl shop.  Link to this topic in there, as well to delve into things a bit more.  There is no reason a level 39 on a 3 week old account should be negative naval karma.

Contact PA support, it's a PA choice and only PA can fix this problem with new players, you are not the first one with gaming experience ruined by naval karma

I had -50000 naval karma before I ever got near the water, the only reason I noticed was because the first time I went near the docks the guards were killing me.

sucks, hopefully a ticket will fix it. you probably have to be very specific in saying that it isn't your fault and definitely mention how you literally couldn't have hit a boat, since pa support is... lackluster to say the least.

if they don't, iirc it doesn't take a long time to get -50k back by moving boxes and that's only if you want to do water content. 

Yes the level 39 character is looking very odd indeed with all level 1 beginner levels.  So how did they get to level 39?  The only method to gain EXP is trashing mobs or questing, but in no way did Kamryl have to gather, cook, fish, alchemy, etc.  Something smells fishy, I don't think it is Crio's breath either!

If your character is that bugged and glitched, just delete the character, and start over. Level 39 can be done in just a few hours in this game.
