Yes the level 39 character is looking very odd indeed with all level 1 beginner levels. So how did they get to level 39? The only method to gain EXP is trashing mobs or questing, but in no way did Kamryl have to gather, cook, fish, alchemy, etc. Something smells fishy, I don't think it is Crio's breath either!
If your character is that bugged and glitched, just delete the character, and start over. Level 39 can be done in just a few hours in this game.
Except Naval Karma is ACCOUNT WIDE, not character wide.

Really so anyone who talks about Negative Naval Karma are pirates that want to re enable griefing?
What is more plausable.
A new player takes 3 weeks to get to 39 while randomly going around doing things, then discovers he's negative naval Karma, then creates a post about it.
A pirate spends money to create an account, PLs that account to level 39, then rather than posting about it right away, waits 3 weeks doing nothing before creating a post about it.
One requires substantially more effort and throwing away of money just to lie and troll, the other requires honesty.
How much of a pathological liar does you have to be to project personal problems onto other people that you have never met?

He have 1 CP, 1 CP and 39lvl character, 0 lifeskill, didn't even gathered 1 weed - straight up powerleveled character, not new player, he didn't do any quest at all, straight up getting levels, obviously its fake attempt to blame naval fame.
Last 2x time its was unlinked account with story how he hit hes friend boat and now he can't get to Vell, this time he leveled character to 39lvl.
Friend started to power level me a bit, was going to continue that but was told its better I level through the season stuff for gear.

Naval karma is account wide, it'll be the same on any character.

it can be a trial account to be fair
the only thing really suspicious about this is the cp imo. if ure a brand new player the first thing you do is the main questline right? i dont recall but i would be surprised if the questline dont give cp
its most likely a bug though. this would be a weird attempt for pirates to "fix naval karma"

Most definitely a bug, I cannot find any way an account with only <lvl50 characters which never even came close to the sea is able to obtain negative naval fame.
A ticket to PA is of course the best way to go, but if you wanna fix this ASAP, there's a NPC named "Hans" near the entrance of Velia who offers a repeatable quest to restore negative naval fame. The quest itself is simple, but the fact you have to repeat it 50 times makes it kinda tedious. However, it's still doable. I've once gone negative naval fame too, and used that repeatable quest to go back to zero.

~10h real time into character that is 39lvl on 21day old account with 1lvl breath- how its even possible ? character doesn't move at all ? Health is also at strarting point. This character was especially made for this topic.
Even if its a bug, forum cannot help OP, submit ticket, you also can start new account, i'm sure your friend have 10more free minutes to powerlevel you back to 39lvl.
Naval fame here for a reason, and its reason to prevent rats who was "having fun" to kill people on tagged characher for free w/o any penalty to answer for its actions.
Also pls don't get baited, there is nothing, obsolutelly nothing that new player have to do with naval content in this game untill he done "main story line", all naval quests (OP have 1 CP, he done 0 quests) are "side" content of this game.

Naval PvP is pointless. They might as well just turn it off by default and do the same with collisions.
Why? You can't be a pirate like in Archeage or Sea of Thieves, sinking other ships do nothing for you. I also have a hard time picturing people competing for sea monsters. Players doing fishing/bartering has not negative impact on others.
Only reason to sink anyone is for trolling/griefing.

I bet he used equilib or some other transfer stuff. You can be negative karma and still transfer.

I dont think I'll get breath exp on a horse?
Friend took me a spot on his horse and I sat there for a bit while he killed mobs. I didn't walk much at all.
These forums are pretty toxic =/
