Hey there, I checked the game FPS when I am out of town / city and doing life skilling, I noticed that my FPS Counter said 60FPS (Yep, it's capped. No matter what I do!).
I mean, the majority all have 100MHz+ monitors. I for one have 144Hz and I would like to see something done so we can run games at 100FPS+? For crying out loud, please do something about it devs! Even Forza 5 supports 100FPS+ with a monitor that supports 100Hz.

It's not locked.
I went into AMD Driver and forced the game to have 'Vsync Off' and I noticed that I have to be in FULL SCREEN to get it over 60FPS? But switching to my browser to write something here causes the game to be in 'Windows Mode', which means reverting back to 60 FPS...
Sigh...
i guess that you have a laptop and yout power setting is not set to performance
or your monitor is actualy not set to 144hz in windows.
It is the 2 common possibility
You can use third party software to unlock it. Just use it like everyone else...
I'm running a 144hrz Monitor in Borderless Windowed and fps isn't 60 capped for me. Check your Vsync settings ingame + ur Gaphics Card Software and make sure its off. Also make sure you're not running the game with the "Low Power Option" checked... PS There are Check boxes for it in 2 different areas of the settings im pretty sure so make sure neither is clicked.
I once sent a ticket asking why the game suddenly had forced v-sync even with it turned off in nvidia settings. Support told me that Windows 10 forces v-sync in the game if you run in windowed or windowed borderless. Thats obviously not true though cuz all I had to do was revert to my previous nvidia drivers and turning v-sync off worked again. I still use the same drivers to this day.
I even tried ~2 weeks ago to use up-to-date drivers after a clean windows 10 install but v-sync was once again forced in windowed mode. The drivers im using are nvidia 390.77. They are from early 2018 or posibly even older.
Maybe they can fix this issue next decade... Maybe those old drivers are like the pyramids and we dont quite know all their mysteries yet.

I tested other games to see this theory, such as AC Vahalla, Monster Hunter Stories 2, Forza 5. Guess what? They all run perfectly near 100fps on borderless mode (which I also capped on my AMD driver). I use "Radeon Chill"
Min FPS: 50fps
Max FPS: 100fps
Radeon Enhanced Sync (way better than V-Sync): [Enabled]
When you choose your resolution through the basic Nvidia panel control, you have different versions for similar resolution ("Ultra HD, HD, SD" or "PC") and the refresh rates. You should check if your selected resolution allows 144hz.
iirc you need enhanced sync or w/e setting on ur amd software if u use a amd gpu
but yea borderless is locked to ur monitor refresh rate.
