So let me get this straight. PA can't remove the awful legging textures from Shai, but they have no issue creating a costume for Nova which pretty much has her titties hanging out minus the nipples. 

Well they censored her nipples clearly, as it's a see through lace, but you don't see anything, so this is actually a counter argument for what you want to say.

It doesn't matter, her titties are just hanging on out with a titty under cup. 

They treat shai the way they do, because she looks like a child. They don't want to get in trouble for doing anything that even vaguely looks like it's sexualizing a child. But Nova? She's clearly an adult. They could strip her naked, and they still wouldn't have the problem that they're worried about with shai. Of course, a naked woman would be too much for the game's rating, so they're not going to do that, but even if they did, it wouldn't have anyone screaming pedo, or child porn, or anything of the sort. You can certainly argue that they're being too worried about getting in trouble over shai and that some of their choices aren't necessary to avoid making it look like they're sexualizing a child, but either way, it has nothing to do with any class where the character is clearly an adult and would never be mistaken for a child.

Seems like. There is no way the decorative lace covers her nipples, they just didn't put them on her titties because they didn't want to get in trouble.  Oddly, the other variation does a better job covering them up, but its still bad. If the costume actually covered her titty window then it would be much better.

Minus the nipple is key.  That's even fine on Youtube and Tiktok.  Under boob, side boob, top boob, cleavage, all is well and good if the nipple and areola are fully covered.  I've even seen nipples with electrical-taped X's over them pass the censors.  I know this, from research.  For science.

IMO, Shai got censored because she looks like a child, and S. Koreans think westerners are overprotective of children.  In fact, there are many articles about parents in primarily English-speaking countries as being overprotective of children compared to other countries.  Then whenever someone complains about the leggings, a number of nutjobs come out of the woodwork saying that exposing Shai knees = pedo, proving the Koreans right and reinforcing that they made the right choice.  Case in point: Shai had the leggings on RU server as well.  On the RU forum, people complained that it was dumb.  The complaint got unanimous support.  No nutjobs came out of the woodwork.  Not long after, PA removed the leggings from RU.

Based on how the Shai censorship threads get in our forum though, I'd say don't hold your breath.

Let's stop right there. First off, I'm not part of a "certain group" of westerners were pedophilia runs rampant in their community. And  apparently the Koreans aren't either. The second thing is in regard to shai none of her costumes are "sexual". The last thing is if you didn't know that the censorship is removed from global labs which everyone can freely access.
