But shai is uncensored on global labs, non korean players have access to it. There are no issues. Here is the thing though, my point was Nova's costume should not be a thing. She is pretty much topless with some decorative designs that fit around her titties. This should not be a thing, but here we are. That is all good but removing some ugly textures that clips through most costumes can't be done on non korean servers or global labs. It makes no sense.

Shai has this amazing Zelda like costume coming out and I'm willing to bet that it will be ruined because the censorship.

Global labs is different though, because it's global.  They're not going to change it to cater to westerners.  In fact, they even quit bothering to translate new content to English on it.

I totally got your point, and I agree the Shai censorship is stupid and completely unnecessary.  What I'm saying is that as long as people here keep proving it's a controversial issue (and the guy that replied after me is a perfect example of what I'm talking about), the censorship isn't likely to go anywhere.  It's not just one guy either.  There's plenty of them, and their opinion doesn't even make sense so there's no reasoning with them.  I mean, suggesting a Shai with exposed knees and a bit of thigh is "sexually suggestive" makes absolutely no sense whatsoever.  Children, even in western cultures, dress in shorts, skirts, and other clothing that exposes the knee and a bit of thigh to public places, on TV, movies, and even store sales flyers.  Nobody bats an eye.

I think part of the problem is that these people get triggered more by the desire to have the censorship removed than by what the censorship actually covers up.  I bet if Shai had been released without the censorship, none of these same people would have even got the idea to be offended.  I can't blame PA for doing it though.  Shai got a lot of hate and controversy before the class was even released, which is probably what spooked them into censoring her.

In december, PA released a underwear box, and it has two new tipes that was in shai original models... But still can't buy in pearl shop.

Lets phrase it differently: why would people even care about the leggings being there or not.

Them being ugly or not is, imo, a different issue.

So wanting more options in terms of leggings, or different default leggings is fine imo.

Personally, I got no issues with the leggings, and I've had a Shai since her introduction.

There's plenty of other characters and outfits I have more issues with...

The pauldrons on the recent Nova Imperium outfit being a prime example of the offence (only for standard Imperium, not Imperium Ortum).

Both of the Nova Imperium outfits still got boob plate that jiggles...

And the Valkyrie's Jousting outfit is an old offender at that too.

I don't think ugly is a different issue at all.  The leggings looking ugly or silly sounds like a perfectly logical reason to care whether they're there or not.  Why should people have to settle for different options of leggings when:

1. Absence of leggings does not expose anything that could be construed as violating public decency in regards to children even for western cultures.

2. Shai does not have leggings in any other region, including MENA.  Yes, BDO is less censored in what is objectively the most conservative region in the world.

3. The leggings look dumb in many outfits.  Let's say for sake of argument, Shai is a child.  What parent would make their child wear leggings in every dress, skirt, shorts, or swim clothes?  Very few.  It's unrealistic, hence looks dumb.

4. The censorship was absolutely unnecessary in the first place.

How you rephrased the question makes my point that people are more offended by the desire to lose the leggings rather than what the leggings are covering.  IMO, that's a pretty dumb reason to be pro mandatory leggings.

Personally, I don't care about leggings on my Shai.  I just find it bizarre and disturbing to support censoring something that was never indecent in the first place, by any culture's standards.  There is nothing wrong with Shai the way she was released in every other region of the world.  The world's people are not any more depraved or sick than those of NA/EU.

Yes, I do agree with you that solid armor boob plates jiggling looks dumb.  Stiff leather materials also shouldn't be jiggling, at least not to that extent.  I solve that issue by only getting cleavage-baring outfits where jiggle makes sense.
