Not everyone has access to global lab "legally" (only NA and KR player if memories serves) but you do have a point on the fact that PA edit the game for playstation too in EUNA and she's not censored there (which is strange cause sony is known to be heavy handed on those recently)..

This is actually because they just didn't animate nipples...

Go in town, display your underwear and you will see the shape of nipples. They are just not exposed.
(The Nova Imperium outfit also got the shape of nipples, they are just under the delicate black line. )

Also I actually agree. Just I'd change the "sexualising outfits" into not revealing any sensitive body parts. 
But honestly the way many outfits are displayed with the long boots and very meager covering butt with the very short pants or even skirt.
But the ugly too long underwear is really necessary?

1: Why don't Tera or Blade & Soul ever get into trouble which clearly having much more excessive outfits?
2: The outfits themselves are not changed to any bit. So why not remove the ugly underwear and change to normal at all?
3: of all- why the heck are NPC Shai are even displayed in leave swimsuits where you can clearly see the lightly covered underwear (for example in Kamasilvia near Navern in the pond), also why can't a player Shai be as small as NPC Shai here in EU?? What does size got anything to do with it. Even more that is really a misanthropic part for all which are small in size even by the rare illness microsomia!!

That's just still a leftover of earlier Kakao because this is part of the dutch, which having stronger laws for gambling and probably this...
And they simply don't want to loose the abbillity to sell things in dutch, of the game gettign probited I bet...
(Though I still think it was a government rule for Kakao itself because as I said, Tera and B&S existing in the dutch, too...)

You can't animate nipples, you can only aniamte moving parts. You probably meant they did not modell them?

BDO uses third party body modells, which are nude. PA only painted out them (censored) on the skin texture of the player characters.

On the other hand they was being the typhical lazzy PA, so you can find NPC models which have nipples under their clothes.

Koreans use UK laws because I think that they feel it's easier that way. We have seen it with their privacy policies and why we see "accept cookies" everywhere. We don't need to see it state-side but we do. I believe that in the UK you can get into a lot of trouble with seeing undies of a child-like character even if she's a 500 year old vampire. I know Australia is like that and so is Canada. But why the ugly outfits to replace the shorts that are underneath the regular shai outfits in the KR version? Good question! I have a theory that it has to do with... MONEY!

Well, if you think about it.... Would you rather have ugly leggings or slightly ugly pajama shorts to fake de-censor your character? It's one theory and I have a hard time thinking it's anything else. It's not that we will get an official answer to why they do it. It is what it is.
